Korean Air responded to the call for help in November by offering free freighter services for cargo and travel for UPLIFT personnel, who went to Vietnam on November 28 to assess the spread of disease resulting from the flood.
"UPLIFT International undertook this airlift because of our longstanding commitment to the Vietnamese people," said Mark Schlansky, Chairman of UPLIFT. "This is a truly international effort involving UPLIFT, our long-time partner-supplier Project HOPE, and Korean Air. It complements UPLIFT International's goal of fostering global social responsibility to fund and develop long-term medical education and healthcare programs in Southeast Asia."
Schlansky and Dr. Beth Rivin, UPLIFT's Director of Health Programs, conducted an assessment of the health care system in Hue last week and were joined by Duane Scott, Project HOPE's Manger of Humanitarian Aid Projects, to move the supplies into Central Vietnam.
The human toll continued last weekend, with additional flooding in the region. While early reports focused on immediate suffering from the spread of diseases like dengue fever, diarrhea, flu, eye infections and respiratory ailments and from malnutrition, it is now clear that the entire healthcare system has been seriously damaged. Clinics and hospitals have been destroyed and medicines, supplies, and medical equipment were swept away or ruined.
Reuters in Hanoi has reported more than 750,000 homeless and thousands suffering from disease. Most roads are washed out, rice crops ruined, and livestock drowned in the earlier flood while last weekend's downpour also uncovered unexploded mines.
"The tendency is to think the crisis is over once the flood waters have receded, but that's just not the case," said Robert Burastero, Senior Executive Director of Project HOPE, noting the need for drugs to fight disease. "In many senses, the crisis is just beginning."
"This airlift is part of Korean Air's Global Responsibility Program that focuses on being a good neighbor in our global community," says Korean Air President, Y.T. Shim. "Being the largest transpacific cargo carrier, we felt compelled to assist UPLIFT International with this important project." While most supplies are bound for Hue, Da Nang and Quang Tri Province, a small amount will go to Poor People's Hospitals in Ho Chi Minh City.
On November 29, the UPLIFT shipments began to move from the Project HOPE warehouse in Winchester, Virginia bound for Hue through Seoul, Korea and Ho Chi Minh City. Because of the urgent need for the medicine, UPLIFT International and Project HOPE committed to the airlift without funding support. Fundraising efforts continue, with donations to date by Unocal Corporation and a coalition of four Seattle-based non-profits: The Greater Seattle Vietnam Association, PeaceTrees Vietnam, Kids First and Prosthetics Outreach Foundation. The Hotel Sofitel Plaza Saigon and Hotel Sofitel Metropole are also donors.
Among the medicines and supplies, which have a wholesale value of $770,000, are:
Antipyretics
Antibiotics
Disposable medical supplies
Syringes
Sutures
Intravenous solutions and IV administration sets
UPLIFT International is no stranger to central Vietnam. In November 1997, UPLIFT International and Project HOPE donated $300,000 (wholesale value) of antibiotics for Typhoon Linda victims. In December 1998. UPLIFT launched a long-term medical education program with Hue Medical College and a telemedicine program linking U.S. and Vietnamese medical schools. UPLIFT and its partner, the University of Vermont, demonstrated the capabilities of telemedicine in Vietnam by directly viewing procedures live from the U.S. last winter.

Red Cross officials in Vietnam have issued an appeal for assistance
for more than one-million people affected by massive flooding, considered
the region's worst in 100 years.
The floods in central coastal Vietnam, have killed 357 people, with the death toll expected to rise as more rains are forecast.
Officials say several days of flooding have left hundreds of thousands of people across seven provinces, without food.
Ron Corben reports.
The flooding has hardest hit the central province of Thua Thien-Hue
which had been isolated by cuts in transport and communication lines have
been disrupted. The airport at Danang, which had been closed, re-opened
late Friday to flights, but rail transport remained shut down with the
main highway one cut. Among immediate calls for emergency funds, the Hanoi
based United Nations Childrens Fund has provided
almost 20,000 United States dollars in assistance.

Updated 8:44 PM ET November 10, 1999
SEATTLE, Nov. 10 /PRNewswire/ -- Four Seattle-area non-profits announced
today they have launched a desperately needed flood-relief campaign for
central Vietnam where hundreds have died and thousands are homeless in
the worst flooding of a century.
The Greater Seattle Vietnam Association, PeaceTrees Vietnam, Kids First
and Prosthetics Outreach Foundation said they will work with the international
relief agencies and use their experience in central Vietnam to get the
donations directly to the areas and people that need them most. A Vietnam
Flood Recovery Fund has been set up at Key Bank (information listed below).
"This is one of the poorest regions of Vietnam. The people there appreciate every big thing and every little thing we can do to assist them," said Jerilyn Brusseau, co-founder of PeaceTrees Vietnam, which has been sponsoring the clearance of landmines and unexploded bombs in central Vietnam's Quang Tri Province since the mid 1990s.
Floods in central Vietnam have killed at least 527 people and destroyed 185,000 acres of rice paddy fields. Reports from Quang Tri Province, one of the provinces hit hardest by the historic flooding, show the devastation in the waters' wake. Forty-one people have died and six are still missing. Nearly 57,000 homes have been flooded, 68,000 tons of food have been spoiled by the rain and more than half the health care stations have flooded.
Most roads are washed out, rice crops ruined, irrigation systems destroyed and life stock drowned. Residents have lost all access to drinking water. Donations made to the Vietnam Flood Recovery Fund will be used to purchase food, medicine and blankets in Vietnam. Later, flood victims will need crop seeds, life stock and construction materials.
"First comes the issue of survival -- there are many items they need right now," said Son Pham, a director of the Greater Seattle Vietnam Association, a broad-based community non-profit whose members include Vietnamese Americans with family in central Vietnam.
"Then comes the fight against disease and the reconstruction," Pham said. "Funds are needed for efforts that will take years to complete. Any contribution will go a long way."
The two other non-profits behind the flood relief effort include Kids First and Prosthetics Outreach Foundation. Kids First is a fund that supports the education of children who are poor or have been handicapped by landmine injuries or genetic defects from the use of Agent Orange during the Vietnam War. Prosthetics Outreach Foundation has operated in Vietnam for a decade, providing free artificial legs to more than 11,000 Vietnamese amputees.
Donations to the Vietnam Flood Recovery Fund can be made in care of Key Bank, 700 Fifth Ave., Seattle, WA 98104; Attention: Louie Floresca.
All contributions are tax-deductible. For more information about donations, call: 206-842-7986. Fax: 206-842-8918. Email: vizag@aol.com.

I am in the process of collecting donation money to aid the flood victims in Hue. At the present, there is a horrible flood catastrophe in Hue. Almost the whole city is under water. So^ng Hu*o*ng river is almost 6 meters above normal level. Lots of people have lost their home and no food for the last few days. I have 2 friends who will go to VN in 2 weeks I will probably send with them this donation money. Please read the news below. Thank you for your cooperation.
You can send the donation check to my house:

Hello VACETS, especially the Executive Committee,
As everyone knows by now, central Vietnam is being immersed in one of
the worst floods where some villages become vast water surfaces. As
a
former resident of Hue and Quang-Ngai, I had first-hand knowledge of
the destruction and the hardship the local people suffer every year
from these natural disasters!
I would like to propose to the VACETS Executive Commitee to start a
campaign for flood relief. First, a mail list or a Web page can be
set
up quickly so that members can make a donation. Daily tally should
then
be broadcast in all VACETS fora to inform members of the results.
At the end of the campaign, we will decide the mechanism through which
we send the contribution, such as the International Red Cross
Organization, some NGO relief agencies, etc.
This is something all of us can chip in.
Regards,
Ha?i
